Alamo, Enterprise and National at Frank's Place

It rates 3.9 from 66 Google reviews. Budget Costa Rica is a local franchise with offices at both airports and in Tambor, so ask about a one-way rate if you plan to fly out of Tambor or San Jose.
The caveat is the 4pm close, the earliest of the group, so a late shuttle arrival means picking up the next morning. Reviews split between people happy with the service and people who felt the counter pushed extra coverage.
Avis Rent a Car Santa Teresa
